In this study, the decrease in the fertility rate to 1.1 per thousand for Turkey and the worrisome possible effects of this situation on population-related factors such as socio-economic, socio-psychological, strategic, military power, etc. are analyzed with a special focus on the family. In order to achieve the aim of the research, in addition to a review of academic literature, a document review was conducted on the websites of official authorities in the world and in Turkey, and the strategic importance of the concept of family was emphasized. In recent years, the institution of the family has faced serious threats due to the global change and digital transformation process as well as the differentiation of social problems. One of these threats is the significant decline in the total fertility rate associated with the family and the prominence of discussions on population as an element of strategic power. Recognizing the potential danger for Turkey in the future, the President of the Republic of Turkey proposed the establishment of the Family Institute and the Population Policies Board within the Ministry of Family and Social Policies by Presidential Decree in order to combat the negative factors affecting the family institution, and the Board was established last year. In this study, the nature of the Population Policies Board as a supervisory and regulatory board is evaluated within the scope of public administration management and good governance principles. The problems that the Population Policies Board may face in practice in terms of national population dynamics, with a special focus on the family, have been evaluated from many aspects, including its legal, administrative, financial and technical structure, and a swot (gzft) analysis has been conducted. Finally, in the light of the evaluations made, opinions and suggestions have been made on the solution of the problems that may be encountered in practice.
